After the fire of 1879, plans to rebuild the library were approved and the library was rebuilt on the same site by J. H. Chamberlain in a Lombardic Renaissance style with a tall clerestoried Reading Room. At a cost of £54,975 the second Central Library opened on 1 June 1882. Taylor must have been given access prior to the opening for him to execute this painting.
